DESCRIPTION:
During the latter stages of demolition of the former Kaiser Steel Mill and the subsequent development of one of the nations largest Brownfield Developments, the California Speedway, 18,000 tons of soluble lead, copper, and zinc contaminated soil was unearthed. The average level of contamination was 65-85 mg/L STLC. Because of Soli-Bond Inc.’s expertise in this area, we were contacted by Mr. Anthony Silva, Director of Corporate Engineering and Environmental Affairs and asked to formulate a remediation program.
Kaiser Ventures, Inc.’s normal method of handling such material was to haul the material out of California for disposal. This process proved to be effective, but extremely costly. This is where Soli-Bond’s experience and expertise was called upon.
A treatability study was performed and a cost comparison was formulated for off site disposal after stabilization. Both the treatability study and the alternative disposal options demonstrated Soli-Bond, Inc.’s effectiveness in saving time and money over Kaiser Ventures, Inc.’s current practices.
Soli-Bond, Inc. was contracted to perform the on-site treatment and coordinate the off-site disposal of the 18,000 tons of soil. In addition, Soli-Bond’s extensive experience in regulatory affairs was utilized in all dealings with the lead regulatory agency, the California Department of Toxic Substances Control.
Remedial actions included, development of a work plan, treatability study, disposal option comparison, permitting for on-site treatment, screening of all materials prior to treatment, chemical stabilization, stockpiling of treated material, sample verification coordination, and supervising non-hazardous disposal.
A total of 18,000 tons were successfully remediated over a total of 14 days. All 18,000 tons of soil was transported off-site for disposal.
